On 12-13 November, ARTICLE 19 will be hosting two days of in-person workshops in Istanbul, exploring international and European standards on freedom of expression, as well as their application in Council of Europe mechanisms.

International and European Standards on Freedom of Expression – A Practical Approach

10.00 – 17.00 This session will provide an in-depth overview of international and European standards on freedom of expression, addressing key issues such as hate speech, incitement to violence, discrimination and hostility, the protection of journalists, defamation, and disinformation. The session will include practical exercises and mock cases rooted in pertinent jurisprudence, offering participants hands-on experience in applying said standards.

Session 1

International and European Standards on Freedom of Expression – A Practical Approach continued: Freedom of Expression and National Security

10.00 – 11:30 This session will explore the intricate balance between national security and freedom of expression, providing participants with practical exercises and case studies based on established legal standards and practices. Participants will engage in hands-on analysis to deepen their understanding of how these principles are applied in real-world scenarios.

Session 2

Accessing Council of Europe Mechanisms and Institutions – Focus on Freedom of Expression

12:00 – 17.00 This session will provide an overview of the institutional set-up of the Council of Europe, navigating avenues for advocacy and legal action on freedom of expression issues, with a separate focus on the European Court of Human Rights. 

 

*Participants are encouraged to attend on both days and all three sessions as the material will be delivered progressively: from the exploration of freedom of expression standards to their application to specific cases and Council of Europe mechanisms.

Language: The workshop will be held in English with simultaneous interpretation to Turkish.
