ARTICLE 19 Europe is pleased to partner with the Moldova Internet Governance Forum 2025, taking place in Chisinau and online on 15 and 16 April. The forum will bring together experts, institutions, and civil society to discuss key issues such as digital trust, access and inclusion, digital rights, and the impact of technology in times of global political instability.
As part of our engagement, ARTICLE 19 experts will contribute to two important discussions:

Towards Trustworthy Online Information Environment: Strengthening Digital Integrity in Moldova, on 15 April at 12:10 local time, joined by Antanina Maslyka, ARTICLE 19’s Regional Director for Europe. The session will examine online information manipulation, including AI-generated content, disinformation during elections, and the risks of narrative manipulation in sensitive contexts. Experts will examine the evolving dynamics of online information manipulation in Moldova and explore ways to strengthen digital resilience and foster ethical, transparent governance online.

Fundamental Rights and Freedoms in the Era of Digital Innovation, on 15 April at 14:20 local time joined by ARTICLE 19’s Joanna Szymańska. The discussion will revolve around the protection of fundamental rights in the context of digitalisation, as well as ensuring universal and non-discriminatory access to digital resources. The panel will also cover digital inclusion, especially for marginalised communities, and the need to safeguard constitutional rights amid evolving technologies. It will address legal frameworks for AI, digital sovereignty, and the balance between human rights and state interests in the digital era.
