ARTICLE 19 is pleased to announce its support for the Dynamic Spectrum Alliance (DSA) Global Summit 2024 taking place on 23 and 24 September in Geneva, Switzerland. The event represents an important collaboration between the DSA and ARTICLE 19, based on a shared commitment to advancing meaningful internet connectivity. Both organisations advocate for a more inclusive digital landscape, and the partnership aims to highlight the concrete impact of spectrum policies, particularly in regions where connectivity is constrained by inadequate infrastructure.
ARTICLE 19’s Global Team Digital has been a strong advocate for a human rights-based approach to internet connectivity, recognising that access to information and the ability to communicate freely are essential elements of the right to freedom of expression. Our work has consistently emphasised the critical role that internet connectivity plays in empowering marginalised communities, particularly in rural and remote areas where affordable and meaningful access to the internet remains a significant challenge. Connectivity is not solely a tool for economic development – it’s fundamental enabler of human rights, such as freedom of expression, access to information, political participation, and a range of social, cultural and civic rights.
Equitable spectrum management is a key element of meaningful connectivity. ARTICLE 19 focuses on advocating for a fair and transparent allocation of radio frequencies (spectrum), to ensure the internet remains open and accessible to all.
This mission is closely aligned with the discussions that will take place at the Dynamic Spectrum Alliance Global Summit 2024, where key topics such as the economic value of spectrum and future technological developments in wireless networks will be addressed, highlighting the importance of dynamic spectrum sharing as a tool to foster both innovation and competition.
The DSA is a strong advocate for the dynamic use of spectrum, Wi-Fi technologies, and unlicensed spectrum – in contrast to the traditional exclusive-use models typically secured by large telecom operators through auctions.
